It isn't an honor like being best at something. It is bestowed upon the person who has done the most to influence the world (good or bad) durring that particular year.

I would have to say that bush has done more than any other individual to change the course of history during this last year.

Komani, Idi Amin, Hitler, the Shaw of Iran, yup, they all made times man of the year, why not bush. Many people who have made positive influences have also made the list.

Keeping in mind of course that Time is picking the person that influenced the year the most, not the "best" person.
