Depends.
First of all clean out any spyware -- Download Ad-Aware (http://download.com.com/3000-8022-10214379.html?tag=lst-0-1), update your definitions, then run a System SmartScan. Clean out any of the junk that it comes out with.
Then, clean out any programs that load on startup. Click Start > Run, type msconfig in the box, then click OK. Click the Startup tab, uncheck anything that you know you don't need, and click OK. If you don't know what something is, it's best to leave it alone. Some good things to stop from starting are RealPlayer (realsched) and QuickTime (qttask).
Next, if you're using IE to browse the Internet, you're using a slow browser. Download Mozilla Firefox (http://www.mozilla.org/products/firefox/) and set it as your default browser. Use it instead of IE, you'd be surprised at how much faster it browses, plus has neat features like a pop-up blocker and tabbed browsing!
If you do all this and your computer still runs like molasses in January, you may need more RAM or simply a better computer. If you continue having slowness problems, post your computer specs and I'll tell you if you need something new. :)
