frankly, and I may be a bit biased, I think Israel is definitely one of them. they have a relatively small army compared to the countries around them, and have managed never to lose a war, even when seven different arab countries were attacking at once.

I don't see how anyone could possibly know something like that. It's not like there's a lot of public information about these people. The best spy agency could be from Guyana for all I know.

I agree with Lionel. This is pretty much a rhetorical question because, really, how can you tell who has the best intelligence? It's not like every country is out there in the world saying "Our intelligence is better than yours and we'll prove it."

It is truly tough to say...however if I had to wager a bet I would have to go with Israel.
