I agree that it is a stupid rule and that changes need to be made.

Discrimination isn't allowed in hiring, only firing. Not allowed to tell a new recruit he's got to speak English before sending him to training & spending a bunch of money, but fire the supervisor who speaks only English? That's about as goddamn stupid as it gets.
