Nice article about "good intention" laws that too often go painfully wrong.

That happens an amazing number of times with the government. Did Title IX increase the number of women's sports colleges offer? No, instead they decreased men's sports to even things out. Everyone loses! And of course there was the law requiring coal-burning power plants to add expensive emissions equipment when they did major overhauls, with the idea that eventually all of the coal plants would have better emissions. Instead, the power companies stayed away from major overhauls, so not only did they not add the equipment, but the plants polluted more because they weren't being maintained as well.

the luxury boat tax comes to mind to-the Feds lost more from the income taxes not collected than from the tax itself because the industry collapsed.:(

Reelceting Mayor Ray Nagin was really stupid.
Over across the way,Haley Barber and more devastation has
been addressed,almost immediately after Katrina hit.
Whihc Is Proof positive that Big Brother Government is what's
stupid,NOT Reganism or how Haly Barler { Gov. of Mississippi }
did w/o a lot of help from any Fed.

New Orleans was warned.Numerous times.Maybe not too strongly by
The Governor,and definatley very cavierly by Nagin,who ended up
letting the Free Buses sit in a parking lot.
I remember Our President going on National TV and making a stern
address to the nation as to the possible severity of the incoming Cat 5
storm.That was on a Sunday Afternoon,a day after Mayor Nagin was
given an ultimatum to start evacuating by busses.Katrina hit on a
Monday.

Yes, for years it has been well documented that the levies protecting New Orleans were not capable of taking on a category 5 hurricane.. and yet nobody from the state government, the mayor of New Orleans, Senators, or Federal emergency agencies did anything about it. Now I hear people trying to blame it on a president LOL...
Kinda shows the TILT that some people have.

The true onus falls squarely on the Mayor of NO.
Nagin even fled to another state himself,instead of managing and
overseeing nearby.Plus Nagin let his Police Force,flee the scene.
That's why all the Looting and early scenes of Thuggery.
It was Popular and EASY to Blame Bush.
FEMA bungled the flow of food & water and once media types like
MSNBC's Chris Matthews made note that after day 2 Bush didn't
realize how bad it was in New Orleans and especially the Superdome
until He saw it on TV for himself.
That Really caught the public off guard.That Bush wasn't directly
in the knows about what was happening until he saw it on the
BooB Tube { TV }.
