If you give them IDs, then they are documented and we know where they are.

I still believe the issue should be ANYONE and EVERYONE driving on our highways should have a DRIVER'S LICENSE. They should have to pass basic traffic safety tests, be able to obtain insurance... this is a sensible requirement which everyone should agree to. It has nothing to do with one's orgin, or whether or not they are in this country legally. Unfortunately those who are not here legally will most likely not apply for a drivers' license, yet will still drive on our highways and endanger us all. The issue is traffic safety.
