An elective procedure often means one that is optional. Breast augmentation, for example, is elective surgery.

Firstly,I cant see as to why ICE would release this man,unless that is normal operating proceedure,which I would be amazed at.
Secondly,as this mans unfortunate condition would have occured even without being illegally inside the United States,I see know reason for the US to be held legally bound to treating him.
For such a serious condition,treatment would be time consuming and costly.
Unless there are Constitutional Issues, I dont think this man has a leg to stand on, and even if he did win his case,it wont make him well again.

But it will, OTOH, finance the opportunity to bring more Mexicans here illegally, because there's a better chance than not "his" money's going to Mexico via some currency exchange.
