The father in this story was being an unreasonable ass but I don't think the guard was very smart for using a taser on him while he was holding a freaking baby.

HOUSTON — In a confrontation captured on videotape, a hospital security guard fired a stun gun to stop a defiant father from taking home his newborn, sending both man and child crashing to the floor. Now William Lewis says his baby girl suffers from head trauma because she was dropped.

"I've got to wonder what kind of moron would Tase an adult holding a baby," said George Kirkham, a former police officer and criminologist at Florida State University. "It doesn't take rocket science to realize the baby is going to fall."

Lewis, 30, said the April 13 episode began after he and his wife felt mistreated by staff at the Woman's Hospital of Texas and they decided to leave. Hospital employees told him doctors would not allow it, but Lewis picked up the baby and strode to a bank of elevators.

The elevators would not move because wristband sensors on each baby shut them off if anyone takes an infant without permission.

Lewis, who gave the video to The Associated Press, said his daughter landed on her head, but it cannot be seen on the video. He said the baby continues to suffer ill effects from the fall.

"She shakes a lot and cries a lot," Lewis said, noting doctors have performed several MRIs on the child, Karla. "She's not real responsive. Something is definitely wrong with my daughter."

It was not clear whether the baby received any electrical jolt.

Child Protective Services has custody of the baby because of a history of domestic violence between Lewis and his wife, Jacqueline Gray. Agency spokeswoman Estella Olguin said the infant does not appear to be suffering any health problems from the fall.

David Boling, an off-duty Houston police officer working security at the hospital, and another security guard can be seen on the surveillance video arriving at the elevators and trying to talk with Lewis. Lewis appears agitated as he walks around the elevators holding his daughter in his right arm.

Within 40 seconds of arriving, Boling is holding the Taser. He walks around Lewis and whispers to the other guard, who moves to Lewis' right side.

About a minute later, Boling can be seen casually standing near Lewis, not looking in his direction, when he suddenly raises the Taser and fires it at Lewis, who was still holding his daughter.

Lewis drops to the floor. The other guard, who has not been identified, scoops up the baby and gives her to the child's mother, who was standing nearby in a hospital gown.

The guard then pulls Lewis to his feet with his arms locked behind him. Lewis' T-shirt has two holes under the left side of his chest where the Taser prongs hit him.

Lewis said he did not see the stun gun.

"My wife said `we want to leave' and then he just Tasered me," Lewis said. "He caused me to drop the child."

In a statement, the hospital said Lewis was hostile and uncooperative toward staff members who were trying to find out his relationship to the infant when they saw him trying to leave. Neither Lewis or Gray had indicated they wanted a discharge, according to the statement.

"Mr. Lewis became verbally abusive by using vulgar expletives. When Mr. Lewis' behavior became threatening, endangering the infant and employees, licensed law enforcement officers followed their professional standards to protect those involved," the statement said.

Lewis was arrested and charged with endangering a child. A grand jury in May declined to indict him on that charge, but charged him with retaliation, accusing him of making threats against Boling.

Lewis also has been charged with a second count of retaliation alleging he made a threatening call to Boling at his home.

Lewis denies both charges. He said he is considering suing the hospital but has not filed any legal papers.

Houston police spokesman Gabe Ortiz said the department did not investigate the officer's role, and he declined to elaborate. Boling did not immediately respond to a request for comment given to the police department.

Some 11,000 U.S. law enforcement agencies use Tasers, which some experts say are increasingly being used as a convenient labor-saving device to control uncooperative people.

"The Taser itself is a legitimate law-enforcement tool," said Kirkham, the criminologist. "The problem is the abusive use of them. They're supposed to be only used to protect yourself or another person from imminent aggression and physical harm. They're overused now."

nope. i wonder if houston is like the local police here. they can't test over 28 on the test or they are considered too smart and the guvment won't hirethem.

If a "Police Officer" was involved, in Houston, the man is lucky he was not shot to death. Cops, there, tend to empty their guns, before determining what is really going on.

Could have happened in any large city in this country. Houston, Chicago, Miami, doesn't matter. The "kop" mentality is the same.

Well, I find it very...telling, to say the least. I mean, honestly - who pulls that kind of shit (high school gym teachers and football coaches aside)???

Classic "tough guy" syndrome, if you ask me. I find it to be on par with the requisite moustache and buzz cut. Like, seriously, I think the dude I was talking about earlier probably stood in front of his mirror one morning, and said to himself, "Well, Rizzo, how can you complete this ensemble? Hmmmm......I GOT IT - I'll point at people with my PINKY when I'm fucking with 'em!"

(although prior to this I was totally unaware of this 'pinky pointing is a sign the pointer thinks he's macho' phenomenon. Who knows, maybe it's some kind of city thang. I'm from the sticks. ;) )

Who else but a dumbass would put their life on the line every day for $30K a year...? Somebody with a generally low IQ and a penchant for the type of power & respect you don't normally achieve at their alternative career path - ie working at MacDonalds. Shit - you even get a car with flashing lights.

Of course - there are many fine exceptions to that, but we should pay cops a lot more & set the standard much higher.

Security guards are cops that failed the cop test. So - it's no suprise to me that they essentially tasered a baby. Probably happens every day.

Dont know about where you live but in my city in order to be a peace officer or any other law enforcment officer you need to have roughly four years of college and take 3 lengthy tests. One on regulations,One on procedures,and one on public behavior. You also have to pass a special driving test, two completly though mental rapings,and a long backround check. Alltogether from day one at the academy it took me about a year and a half before they gave me my "flashing lights". Before that I was a natural gas scheduler for shell trading co. I like Mcdonalds but nope....never worked there.

Only thing you had was the 30k a year salary.... but ask most officers in large cities how much they make in overtime a year. You can triple your base pay if you want to put the hours in

4 years of college, 3 long tests, mental rapings (whatever that is, but i'll take your word for it..), plus oh yeah a special driving test. The reward - $30K a year & risk your life every day. You are right - that must take a special kind of intelligence.

If you work 24/7 (so you can be a cop with a gun that gets no sleep) then you can earn 3x that (90K) - most people with 4 years of college earn that & more on straight time - and they get to spend 50% those 8 hours a day playing tetris, gossiping by the water cooler or checking out the latest on YouTube.

Don't get me wrong I have every respect for "the police" - but an unhealthy percentage of policemen are knuckle heads on some power trip. Why? because the pay is $30K a year. It should be base of at least $75K - its not an issue of being able to pass exams, its an issue of supply & demand. At $30K a year the available hiring pool is mostly filled with morons - you weed some out with a few tests & educational requirements - but the pool is now just half full of morons (and by the 300% overtime availability one could assume the pool is practically dry)

Teachers only "work" 250 days a year (hell, most of them make an additional 10 to 20K during their "summer break") - they have COMPREHENSIVE medical and dental coverage (year round, mind you), a wicked retirement program, and many of them are offered tuition tax credits (along with several other unheard-of perks in the private sector).

Police officers, like fireman, can manipulate the system and be paid a fucking LUDRICOUS amount of money while working 4 days on 3 days off, with every benefit under the sun, a great pension / retirement program, and guaranteed wage increases.

Welcome to Government 101, son.

And there are people out there who want 'em to run our healthcare system.

ON EDIT: We cant forget the "personal time" (whatever the fuck that is) and "sick leave" they're offered....

Well,there is that whole "serve and protect" and the act of actually believe you are making a differance in community you live in.

I personally did not think the pay off way enough to risk my life. That and the fact of the poor treatment for getting hurt on duty.

We took some underprivleged kids huntting at a ranch. Like a "big brother" sort of program. There was an accident and I got shot in the knee with a 30/30 rife at about 15 yards. I had to fight two months for the county to even consider my claim because I was not hurt in the "line of duty".

I am not bitter. Just will never recomend a career in law enforcment. But I wouldnt trade the last 6 years for 6 years of standing next to a water cooler.
