To be fair though, I can't read enough from your original message to even understand the situation.

Do you live with the sister, and did she get rid of the dog in order to make somebody's life miserable?

If so, I suggest some family counseling, at the local community center.
Get everyone to open up, and to admit where they stand on the whole dog issue.
It'll be healthy and cathartic, I swear. Give it a try.
