"if you don't request it, you don't get it" says whitehouse.

Hmmm I mean if a whole town is completely wiped off the map by a tornado it is obvious they need extra help and the white house knows this and should automatically send extra help without the governer having to go through red tape to get it!!
AUTOMATIC!!

Story Highlights• NEW: White House press secretary: Guard response was governor's fault
• NEW: Snow says governor should have found need then requested guard
• NEW: Kansas Sen. Brownback says Guard told him they have what's needed
• Kansas Gov. Sebelius had said deployments to Iraq slowed storm response
Adjust font size:
WASHINGTON (AP) -- The White House fought back Tuesday against criticism from Kansas' governor that National Guard deployments to Iraq are slowing the response to last week's devastating tornado.

White House press secretary Tony Snow said the fault was Kansas Gov. Kathleen Sebelius'.

In a spat reminiscent of White House finger-pointing at Louisiana Gov. Kathleen Blanco after the federal government's botched response to Hurricane Katrina, Snow rapped Sebelius for not following procedure to find gaps and then asking the federal government to fill them.

"If you don't request it, you're not going to get it," he said.

The enormous twister -- the most powerful to hit the United States in eight years -- ripped through Greensburg, Kansas, on Friday, razing nearly all of the farming town with winds estimated at 205 mph.

President Bush will travel to the area on Wednesday. Sebelius plans at that time to raise her contention that disaster preparedness and response are hampered because so many state National Guard units have been sent to the Middle East.

"I don't think there is any question if you are missing trucks, Humvees and helicopters that the response is going to be slower," she said Monday. "The real victims here will be the residents of Greensburg, because the recovery will be at a slower pace."

Sebelius said about half the state's National Guard trucks are in Iraq, equipment that would be helpful in removing debris, and that the state is also missing a number of well-trained personnel.

"The issue for the National Guard is the same wherever you go in the country. Stuff that we would have borrowed is gone," she said.

Maj. Gen. Tod Bunting, the state's adjutant general, said the Kansas National Guard was equipped at only about 40 percent of its required levels, down from the 60 percent that it had at the start of the war.

Even as Snow insisted he wasn't trying to get into a political tussle with the Democratic governor, he aggressively defended the administration's performance.

"As far as we know, the only thing the governor has requested are FM radios," Snow said. "There have been no requests to the National Guard for heavy equipment."

He went on to say that the president's disaster declaration for Kansas, issued Sunday, immediately made funding available to get heavy equipment through private contractors.

"We are eager to provide what Kansas needs," Snow said. "But again there are also -- you also have to go through the process of making the request first."

Snow said "I'm not aware of any prior complaints," and said it would be "standard procedure" when a tornado hits for a state to consult its disaster plan and start making assessments about where the federal government needed to step in.

"We are certainly going to try to clean up any misunderstandings about how this works," Snow said.

Kansas Sen. Sam Brownback also disputed Sebelius after visiting the destroyed town on Monday. Brownback, a Republican candidate for president, said local officials and the Kansas National Guard commander all told him they have the resources needed to respond.

"That's what really got me, is her saying that," Brownback said of Sebelius.

But Sebelius said she asked the Pentagon in December to replenish lost resources. She also said she spoke about the issue at great length with Bush over a year ago, in January 2006, when they rode together from Topeka, Kansas, to a lecture in Manhattan.

"What the Defense Department said then and continues to say is that states will get about 90 percent of what they had," Sebelius said. "Meanwhile, it doesn't get any better. I'm at a loss."

The White House is sensitive to the president's response to disasters after the Katrina debacle. Snow said Bush was waiting until Wednesday to visit the area "to make sure that you do not get in the way, especially of rescue operations."

White House Rebuts Guard Shortage Claim

May 8, 8:18 PM (ET)

By JENNIFER LOVEN

WASHINGTON (AP) - The Bush administration and Kansas' governor started Tuesday pointing fingers at each other over the response to last week's devastating tornado. By lunchtime, both sides had backed down.

With President Bush set to travel to now-razed Greensburg, Kan., on Wednesday to view the destruction wrought by Friday's 205 mph twister, Democratic Gov. Kathleen Sebelius said she planned to talk with him about her contention that National Guard deployments to Iraq hampered the disaster response.

"I don't think there is any question if you are missing trucks, Humvees and helicopters that the response is going to be slower," she said Monday. "The real victims here will be the residents of Greensburg, because the recovery will be at a slower pace."

Sebelius said that with other states facing similar limitations, "stuff that we would have borrowed is gone."

White House press secretary Tony Snow fought back aggressively.

In an approach reminiscent of the blame game played by the White House with another Democratic governor, Kathleen Blanco of Louisiana, after the federal government's botched response to Hurricane Katrina, Snow at first said the fault for any slow response would be Sebelius'. He said she should have followed procedure by finding gaps and then asking the federal government to fill them - but didn't.

"If you don't request it, you're not going to get it," he told reporters Tuesday morning.

Snow said no one had asked for heavy equipment. "As far as we know, the only thing the governor has requested are FM radios," the spokesman said.

Well, not exactly.

At Snow's second, midday briefing with reporters, he offered that it turned out that the state had requested several items that the federal government supplied - those radios, and also a mobile command center and a mobile office building, an urban search and rescue team and coordination on extra Black Hawk helicopters.

Snow recounted a phone conversation on Tuesday between Sebelius and Bush's White House-based homeland security adviser, Fran Townsend, in which the governor said she was pleased with the federal performance on the tornado and had everything she needed.

About the same time, Sebelius was doing her own backpedal from across the country.

Her spokeswoman, Nicole Corcoran, said the governor didn't mean to imply that the state was ill-equipped to deal with this storm. Sebelius' comments about National Guard equipment were, instead, meant as a warning about the state's inability to handle additional disasters, such as another tornado or severe flooding, she said.
"We are doing absolutely fine right now," Corcoran said. "What the governor is talking about is down the road."

Sebelius has long spoken out about the fallout from sending National Guard units and equipment overseas. She says the war in Iraq is damaging domestic disaster readiness, because needed manpower is drained from states and the Pentagon is not replacing equipment at a fast enough rate.

Sebelius said she asked the Pentagon in December to replenish lost resources. She also said she spoke about the issue at great length with Bush when he was in Kansas in January 2006, and that Bush assured her that the money for replacements was in his budget.

Snow said the president recognizes there is a need to relieve pressure on the National Guard, and that it is one of the main reasons Bush has called for expanding the overall size of the military. But he also said that, regardless, there still are sizable numbers of personnel and equipment around the country ready to respond to disasters.

"If you take a look at the way the National Guard units are dispersed, you still have considerable strength in each state," he said.

You are completely off topic everyone knows I am a bad speller get over it!!Your spelling isn't just bad, it's atrocious. That means it's bad to the point of being a distraction -- and by way of distraction it is inconsiderate, even rude. You know that it annoys people but you don't care. I suspect you may even do it on purpose.

I think this is part of never having actually put the country on a war footing. Our government has insisted that we can fight a major war without any sacrifice on the part of the general populace. There were tornados and hurricanes that affected the U.S. during World War II, but no one complained about the National Guard not being available because everyone understood we were at war and sacrifices needed to be made.

Sorry but it is not rude to be a bad speller. Many people spell things wrong on this board and no one jumps on them and the only people who seem to care seem to the the right winged people? Hmmm

There is not rule on this message board that I have to spell everything correctly. You don't like it put me on ignore. It is very simple.

I do not do it on purpose to annoy anyone. If you want to go to a message board where everything is spelled correctly go to an english message board.

The right just find excuses to flame me and this is one of them.

You have the right to ignore me at any time you do not have the right to see correct spelling all the time from me and you aren't going to get it and to keep bringing it up is harassment and trolling which I do believe is against board policies.

Complaining about the same thing over and over again isn't going to get anything accomplished. You just posting frivilous stuff as an excuse to flame me and make pot shots at me. It is a waste of space and time.

I agree 100 percent. The white house lies all the time. Again if a whole town is completely wiped off the map it doesn't take a genius to know she will need extra help from other states around her that her resources alone will not take care of business. It should be automatically sent there by the adminstration in full force. She should not have to request aid of that magnitude.

Sedan is NOT a whiner, he is simply asking you to use at least some care in your posting (and he is by no means "right wing"). I may not always agree with Sedan, but he is one of the posters here that I value his thoughts on many issues.

It's a courtesy to at least make an attempt to use correct spelling and diction on these boards... If your posts look like they are written by a 8 year old, they will probably be construed as having content equal to that age also. I'm not good at spelling or a "master" of grammar, but I do take the time to try to make my posts readable (of course I don't put up 100's of posts a week either).

Furthermore, I wasn't attacking you but offering some advice on posting. You categorize people incorrectly (Sedan is right wing?????), and make assumptions that everyone is "out to get" you. I really did not have a problem with you, but I think that has changed. You are a post-happy troll that assumes things (that are very often incorrect) about the members here, and then cries "foul" whenever someone has the audacity to call you on them.

There have been comments to other posters here that spell poorly and use some rather "unique" styles. None of them are in the "race" to 1,000,000 posts, like you apparently are.

I would suggest that you follow your personal comment and "Know thyself", it will be painful I'm afraid.

Congratulating me on one word is just bringing up the fact that I am a bad speller once AGAIN!! there was no point to do it other than to try and irritate and harass me.
I wouldn't be defensive if people would stop harassing me about my spelling and I do not have a rude attitude unless there is a valid reason.
My tip was to get Firefox for the automatic spell-check. No one said that before me, therefore it was not a repeat.

About the post editing thing, I thought you might not have known about it. You didn't know about the report button until someone let you know about it, so I thought that since you're a new member you might not be aware of the edit button either. Just another tip, not an insult. Calm down.

I wasn't upset I just asked what is your point? As for firefox again I do not see anyone telling foolsworth to change the way he posts or use Firefox but why me? I see a clear double standard here.
Please don't give me "tips" I do not want them from somone I do not know. IF you were a friend I have no problem with friendly "tips" but you have made it apparent that you want me banned and that ou are not my friend and then you say you want to "help me" by giving some advice??? and you wonder why I am skeptical??

I have been here 4 weeks now and I have yet to see anyone complain out in the open over and over again about foolsworths posts but I have been constantly harassed about it over and over again even though I have explained several times that I am a bad speller but people continue to use it as an excuse to harass me.
It matters if it is out in the open or behind closed doors. NO one openly criticizes him over and over again on almost every post.

Perhaps if you acted drugged up the way Foolsworth does, they will leave you alone.

Probably true. I don't think anyone is going to get through to Foolsworth. :@@:

Vile Foolsworth mispells all the time and no one complains about him but in practically every post I make someone has to comment on my spelling. It is rediculous.

You'll notice I didn't mention your spelling at all. The problem, as I see it, is your short fuse. BTW, it's "ridiculous". :)
