Personally, I would establish a monarchy. I, of course, would be king. Then I would establish a single tax of one million dollars to be payed upon becoming a citizen. I would make it clear that this would be the only tax ever due. I would also ban all citizens from visiting the country without permission of the monarch. Since all citizens would only owe taxes in their own country, many wealthy people would wish to become citizens to avoid taxes elsewhere.

My laws would be informal. Basicly, anything that didn't piss off the king would be legal. If you did piss off the king, you would be banned from the island.

In their own home with parents' permission there would be no drinking age (like France, haha). In public, as in at a bar, I'd make it 17.

There will be no cars on my island. There will be trains/subways for long trips, and anyone who wishes to become a bus driver will go to college from 18 to 20, studying all the general ed subjects as well as how to drive a train.

No. Heinous crimes would merit life in either a high security mental institution or the prison/factory where the prisoners could actually be doing something useful. Banishment will also be a possible penalty, especially for criminals who were not born citizens.

- Import/Export tax? (how much?) Definitely taxes on imports will be pretty high, especially for imports of things that are already made in my country. I want my people to be as self-sufficient as is possible on a small island.

Hmmm... I suppose I'd make up a quiz or something to see if the people shared the values of the island. No criminal history in their home country (although if there's only like one minor offense or something, it'll be taken on a case by case basis and petitions to be allowed in would be heard directly by the Empress). I think citizenship would be very selective, since I don't want more than a million people on my island. Citizens would be able to come and go as they pleased, and have dual citizenship with other countries if the other allowed it.

I'd allow pretty much everyone to be tourists, as they contribute greatly to the local economy. Those with serious criminal offenses in their past would not be let in.

Well, democracy I suppose. It would be very simple. All people would be able to come join the assembly for debates whenever they wanted, and the Senate would be made up of those who are seen as the best debaters/politicians/whatever by the rest of the assembly. I think most of the government posts, like tax collectors or the people who oversee the train system, would be appointed by the Senate, with approval by vote from any citizens interested enough to go to the assembly and vote. Senate terms would be 5 years and Senators would be paid minimum wage, which would be $10 an hour.

35 - To what degree would your government be allowed to censor or restrict the media?
None at all, unless they are found to be lying. The media is the informer of the people, and on my island they would be required to take their job very seriously.

34 - What type of government would you establish?
Multi party democratic parliamentary system. I would be "Emperor" but, like the Queen of England, my position would have no direct power. For the first 50 years 0.5% of all tax revenue will become the "Emperor's" privet property that will be used to build a palace, fund charities, etc... After 50 years, the Emperor's treasury should be large enough that I and my descendance, should be able to live off the interest forever.

35 - To what degree would your government be allowed to censor or restrict the media?
Almost none.

36 - Aside from laws - what sort of unofficial (and unenforced) cultural rules and traditions would you like to establish? For example - taking shoes off before entering someone's home. Or not eating with the left had.
