I suspect the impending disaster was that people were on the verge of forgetting about the scientists and their clock.

200 million? That's it??
Whenever I heard people talk about nuclear winter, I always figured it would mean something like halving the world's population. The chaos from missing the destroyed institutions would probably make more of an impact on the survivors' lifestyle than the 200 million people who died.

I guess they figured that these attacks will take place in isolated areas and open spaces. Yah, lots is going to get accomplished in rural Earth.
