I can remember being told a very long time ago, thet according to the laws of physics, under the right conditions anything will burn. "even Ice will burn if contained in the right ennviroment". Here is a guy that proved this by building a car the runs off of pure water.

I wouldn't say that it would take more fuel to break down water than you would get out of hydrogen. It's possible that a catalyst is used. IF that were the case, it would have to be some kind of metal that is electrically charged to seperate the oxygen from hydrogen. The question I'd have is just how much power does that catalyst use.
