VP Clinton? Depends on meaning of 'elected'
WASHINGTON - The prospective presidential candidacy of Hillary Rodham Clinton has given rise to plenty of speculation about the notion of Bill Clinton as the nation's first gentleman. But what about another role? How about, say, vice president?
Politically, of course, the idea is a non-starter for all sorts of reasons. But that doesn't stop the parlor games, especially on the Internet. The issue came up last week during a chat on washingtonpost.com: What if Hillary picked Bill as her running mate? A Post reporter rashly dismissed the idea as unconstitutional. But that only proved the dangers of unedited journalism. The answer, it turns out, is not so simple.

"no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President." Slick Willy is constitutionally ineligible to the office of President. He is ineligible to the office of Vice President, and I suspect the Supreme Court would agree.

The Supremes might agree, then again they might not. It's potentially a very murky topic and certainly not limited to the klintons.

Fascinating! The 22nd amendment certainly excludes Clinton from being elected President again. However, the Constitution makes no reference to him being ineligible for any other office. Presumably, he could therefore be elected to Congress, or as a Vice-President. In the first case case, he could be appointed as President, in the event both the President and the Vice-President were incapacitated. In the second case, he would automatically become President.
Clause 3 of Amendment 20 is interesting. If, at the time fixed for the beginning of the term of the President, the President elect shall have died, the Vice President elect shall become President. If a President shall not have been chosen before the time fixed for the beginning of his term, or if the President elect shall have failed to qualify, then the Vice President elect shall act as President until a President shall have qualified; and the Congress may by law provide for the case wherein neither a President elect nor a Vice President elect shall have qualified, declaring who shall then act as President, or the manner in which one who is to act shall be selected, and such person shall act accordingly until a President or Vice President shall have qualified.
What did the framers mean by qualified?

Some of the qualifications include being at least 35 years old and being a citizen by birth as opposed to being a naturalized citizen.
I believe some past Presidents have served in Congress after being President, but I can't remember for sure. I'll have to look that up, but I'm sure it hasn't happened since the 22nd amendment was ratified. That casts doubt on using such occurences as precedent.

The problem is if Hilary dies he'll become President. I don't think it would work. Sad, but true.

I think those qualifications only apply to the President.
