Politicians will add a special, unpopular provision to a bill they know will be passed in order to have their agenda fulfilled. Someone wanted to legislate morality by outlawing on-line gambling, so they attached it to a bill that they knew Bush would sign off on.

However it seems that this rider could have been tossed out if enough people actually wanted to.
