The article said he did it frequently to look for discarded lottery tickets that were worth something. I guess that finally paid off.

I don't think the guy who threw the ticket away should have gotten anything.

If I throw away a painting I find in my attic and it is later discovered to be worth ten millions bucks, I am out of luck.
