"The administration started asserting its power over paper soon after Bush's inauguration by placing a hold on the release of the records of former presidents — beginning with the papers of Ronald Reagan's presidency (http://seattletimes.nwsource.com/html/nationworld/2002962226_cheney30.html) — and later issuing an executive order granting past presidents, or their representatives if the president has died, a veto over releases. The order gave the same authority to vice presidents."
