What if you were appointed ruler of the entire world?

What would you do, what reforms would you make, how you you change things and why? What would you invest in? What laws would you pass? What sort of system would you use for justice? economics? controlling the territories? military? and on and on...

Just share your thoughts and dreams for your vision of the world under your command.
Have fun and think about it, and please try to be serious to an extent :p

Abdicate immediately after firing whoever appointed me. Such incompetetence should not be tolerated. I have no desire to be responsible for running the world.

I would probably appoint a committee to do most of the ruling and taking off doing whatever pleases me until my empire crumbles. Hopefully my appointees are competent enough not to let that happen. Very serious cases that see a fair split of opinions among my croonies (or the population in general) would be brought to me so I can make a decision...but such thing should not be allowed to happen more than once a day.

My permanent vacation should be great indeed. Go anywhere, do anything, anytime. For example, I might have people fetch me a nice sport car and take my girlfriend to watch an NBA game courtside. And then have the city's best chef prepare a personal meal for me, providing him with any ingredient upon his request. Then play video game with friends in my royal jet while we fly off to some island off Australia for surfing. Maybe on the way I'll sign the bill that approves gay marriage because after all what does it matter. I might have my favorite band playing on the island when we arrive. I would definitely arrange massage on the beach after surfing, and then barbecue with the best chefs. Blah blah blah.

Very well, at Loki's request i shall give you my take on it.

My first act as supreme dictator would be to outlaw mayonnaise...kidding :p

I would begin by apportioning out the world based on the demographics, as well as cultural climates of the world to make it easier to govern and assist the people. This would allow for the installation of democratic processes to take root, as i would put in place the allowance for elections everywhere to vote for regional governors as well as the other offices in city, state, county seats and so on. This would allow for the people of the regions to put leaders in office they choose so the land can be handled the way they choose.

There would also be several tiers of senates...based off the regional counties, the larger states, and then the regions themselves until it attains global senate status. This allows for the regions to settle their difference and cooperate by trade of ideas, policies, and economic ideals.
As well as a system of checks of power from the parliamentary, judicial, and executive estates to manage and hinder their ability to make laws and restrict lives.

Also, the people themselves would be able to have a say on more issues pertaining to them and their area. Rather than have the elected officials make all the decisions solely, the people would be able to vote on some issues depending on their dubbing as to the importance and usage of the bill or amendment. This avoids corruption and keeps the people in power. But in order to vote in the elections we must have the populace informed...methods would be put into practice to attain licenses which enable any citizen who wants to take part in the government by staying informed on the laws and attending meetings, and joining guilds to get them involved.

Freedom of speech would be guaranteed, as well as the press...as mentioned above, the people must be informed of the actions of their government. The government would be a secular entity to protect all faiths or those without them, but freedom of religion is permitted. Also, the government would not be allowed to infringe on any news organization or religious institution financially or prohibit their positive actions.

There would be reforms of the justice system i would like to see. As opposed to slave labor or solitary confinement in cells for a seeming enternity, i would establish a stricter code in the penal system to strain finances and force inmates to do community services or find employment within the prison. A greater stress on rehabilitation rather than punishment would be put into place, and there would be no life sentences or death sentences. Those seemingly unable to be rehabilitated would be put into higher security compounds with more attention is provided to discover and solve the problems they are facing.

Economically, capitalism would reign. It allows the people to be free with themselves, the more free the economy...the more free the people. Although an absolvement of monopolies would be needed to allow growth and entrepreneurship.
Much of the budget would be put heavily into education...public schools and universities available to all, but religious or family reasons may determine the education type...but more on that later.
Social welfare and medicare would be available to an extent, but a small one at that. There would be stricter time and amount limits on the withdrawal, as well as greater pressure on putting in place restrictions on who can and who cannot get it.
Orphanages would be provided for by the government, but any company or institution (most likely religious) that wishes to start one may do so in compliance with the standards fitting.
Annually, there would be committees to reevaluate the usage and efficiency of the government to determine the taxes for the next fiscal period.

Education, i would want it allowed for all, with testing and assessment of the students be determined. All major subjects would be offered, but as time progressed the student would be able to get a fixation on a certain field of study. Creativity stressed, and a balance of emphasis on teamwork and individuality. Limits on sports and clubs for funding would be in place to protect the goal of the school and make them mindful of finances. Several languages would be taught, but one would be learned for communication and trade...whether it be English, Esperanto, a new language or otherwise, one would be required in the school system.

Freedom to assemble and petition is allowed. But to avoid conflicts, the courts and senates move their cases of conflict up the ladder...with me eventually assisting in forming a compromise to avoid most conflicts between my territories, based on the size and stake of the competition.

Although to protect me from myself and the world from me---
Before my installation, it would be required of me to create a constitution that addresses all social, economic, and political restraints, goals, liberties, and responsibilities i must accomplish as asked by a world council of governoring bodies, and it must be approved by a council of world leaders in a series of forums, debates, and listing of greivances to make the constitution as useful and flexible as possible for up to a two year period.
I would have 25 years to complete the instatement of the ideals, and if i did not feel i have completed them...i may petition the Global Senate for one more year on the chair, and they will determine whether i maintain power or not. I may continue this for 5 turns as needed, but the cutoff is at 30 years.
At which time i will stripped of power and ability to be in office in the future, and the elected World Senate would get to determine which of them shall proceed me (there would be a tribunal or a council of some nature after my death). The senator chosen would then have to make the regional governor of his land have another election that would have a replacement for him.

I touched on a few ideas and was as brief as possible, i will elaborate on them if needed later but must step away from the computer at this time.

All in all, there would be freedom granted...the states would determine how well they go. The government would keep its hands out of the society, the media, the religions, and economy (as much as possible). Making a better world starts with allowing people to be as free as possible.

If at all possible, I would grant everyone enough land so there wouldn't be people right up on them, breathing down their necks.

I believe a lot of the world's ills are due to overcrowding.

We live in the country and wouldn't have it any other way. I love all this land and wide open spaces to breathe, for privacy. It's serene and quiet.

I've lived in cities and it was horrid. I like my space and believe most people do too, or would, if they had that opportunity.

Just as a general take -

I'd institute a system that would only allow educated and employed people to vote. After that, I'd do away with 90% of the social welfare programs out there. I'd invest heavily in technology, particularly in the medical field, and I'd continue to build our strategic and defensive capabilities. I'd cut the wages of those in Congress and the Senate by a third, and I wouldn't allow them to vote on their own pay raises.

1st of we need to start with one language{atleast until God gets mad at us}. We need a real justice system and citizens that will up hold it. Get rid of greed and the BS that is running this country now{into the ground}.

I think peace and good medical practice.

1st I'ld have to get rid of half the dumba** ones that we allready have. Then I'ld probably go close to{not exact} eye for an eye.

if you do the crime do the time no matter how much you're worth

economics? controlling the territories? military? and on and on...

Military for what? If the world is one power then we would need a police force not an invading army. Key word to bring the world together is peace, but I highly doubt it will ever happen, to many pig headed folks running around.

Foolish, foolish, Evakian. I am already ruler of the entire world. I was appointed ten years ago. I have simply chosen to not get involved up to this point. However, if certain posters don't get with the program (you know who you are Deeply Red and 500poundguerilla) I will be forced to unleash my awesome power.

Seriously, I would do much of what Prae would do.

I would not allow those who don't pay taxes to vote. If you don't put a dime in the jukebox you have to dance to whatever tune those with dimes decide to play.

I would insist that before getting money or aid all those who could work did work. Those who could not work would be taken care of by those who could. I would follow the Captain John Smith model.

Like Prae, I would invest heavily in technology. I would also invest heavily in education and national defense.

Unlike Prae, I would raise rather than lower the salaries of government workers. I would then insist that after leaving the government they would not be allowed to work in any job where they could act as a lobbiest or in any other capacity meant to influence the government. Any elected officials who broke the law, especially in their governmental capacity would be jailed for a minimum of twenty years with no hope of parole.

You are merely Lord of all humans, a subset of my power as ruler of the entire universe. You are sort of in the capacity of a Marcher Lord on the border of Wales. I allow you a bit of power so that you keep the miscreants in check while I worry about the entire universe. I control not only humans but stars, black holes and the very matter and anti-matter of the universe.

There are always lobbyists trying to influence those in the position to make decisions. Even in the days of the divine right of kings to rule there were lobbyists.
