Do any of you remember when Thanksgiving rather than Halloween was the day for ritualized begging?
I can remember the annual Thanksgiving Raggamuffin Parade followed by hordes of children dressed as hobos and bums going around with burnt cork darkened fake beards saying, "Anything for Thanksgiving?" We usually received a few pennies or an orange or a few nuts.
Halloween was a day for pranks, not begging.

Whether Halloween or not, i should hope that the UK always does not tolerate such behavior and hands out just comeuppance to the wrongdoer.
For your reference to money, here in America it is generally the practice of small children (10-), not teens, to dress up as a character and go door to door with friends or parents and ask for candy, not money. Any bid for money or attempt by teenagers to get money or candy is promptly turned away by sane individuals. And the teenagers pull the pranks regardless of whether they got any gift or not.
