I don't know, is he? :D
Take off the question mark and use the proper form: you're or you are.

As for the real thread question, i must ask as to why you want these blockers taken off, and why you did not elaborate and provide us with information...

Sorry, I want to go to Newgrounds.com but the blocks wont let me. It is a weird child block from Norton Antivirus. Not because of viruses but because... i dunno. please help!

If its Norton thats doing that try this,
Alt/ctrl/del to bring up the task manager, go to processes and nuke the process for Nortons. If thats blocked out, then my other option would be to go to
Start --> Run ---> (type in) Msconfig go to the Startup tab and deselect the norton stuff, then restart the computer and it wont load it.
Both options since its Norton that is controlling it will leave ya pc open to viruses for the duration of your stay.
The other option (and perhaps the best of the bunch) is to install a key logger which will record the keystrokes and give you the password to Norton, when ya mum/dad etc puts it in.

You don't really want to go to Newgrounds. It is filled with spyware. If you go there it attempts to change your registry. If you have anti-spyware software installed it should warn you about Newgrounds.
